Utah Early Intervention and Home Visiting Services

The Home Visiting Program (HVP) resides within the Utah State Department of Health and Human Services (DHHS). DHHS funds and supports local Health Departments and not for profit agencies implementing an evidence-based home visiting program. HVP supports evidence-based models that have a positive impact on the families who participate. Home visits are tailored to the needs of the families served and can take place in the family’s home. Home visitors may accommodate to visit families in an office, park, or wherever the family is most comfortable. Home visiting professionals provide visits and services to pregnant women and young families who would like: support with their parenting journey, learning about new ways to have fun with their child, information about child development, connections to community resources, information on breastfeeding, toilet training, nutrition, home safety, and other educational resources as needed

These programs are used to support pregnant women and new parents to promote healthy infant and child health, foster school readiness, and to support the family. Evidence-based home visiting offers support to parents as they deal with the challenges of raising babies and young children. Home visits are tailored to the needs of the families being served. They are designed to be conducted in the home of the family, however, they can be done in an office, park or wherever you are most comfortable.

Parents as Teachers is an evidenced-based home visiting program that matches a specially trained home visitor to provide one on one support for parents during the critical early years of child development ages zero to five

Whether you’re expecting your first baby or adjusting to life with a newborn, Welcome Baby is a free program in Utah County designed to support you every step of the way.
We believe families who start strong are better able to stay connected and stay steady as life unfolds. Welcome Baby exists to give parents the support, confidence, and community they need right from the beginning.

  • Parenting a new baby can feel overwhelming – but you don’t have to do it alone. Our free home visits (offered in-person or virtually) connect you with a trained volunteer who listens, supports, and helps you feel more confident during your baby’s first couple of years.

  • Turn storytime, screen time, and playtime into powerful learning moments with parenting workshops! These free, engaging sessions are designed to help parents, grandparents, and caregivers raise confident, curious, and healthy children.

  • Parenting is easier (and more fun) when you have a community. Playgroups are a chance for parents and caregivers to build real friendships, share experiences, and support each other, while your little ones play, learn, and grow in a safe, welcoming space.

  • This heartwarming program connects incarcerated parents at the Utah State Correctional Facility with their children through the power of storytelling. Once a month, volunteers visit the facility to help parents record themselves reading children’s books. These recordings are then sent home, allowing kids to hear their parent’s voice at bedtime—a simple but powerful way to maintain connection and comfort.
